LCDU Water and Sewer Rates
Water and Sewer Rates, Meter Fees and Miscellaneous fees- All premises which receive water or sewer service from the LCDU shall be charged the appropriate fees and other costs. The current rate structure is established through resolution by the Board of Lake County Commissioners. The Executive Director of the LCDU provides data to the Commissioners outlining operational and infrastructure costs that affect the rates.
Water – Charges are calculated based on either the “metered service charge” or the “minimum charge”, whichever is greater.
Metered Service Charge– $4.45 per 100 cubic feet for the first 1,200,000 cubic feet metered water per quarter.- $3.34 for each 100 cubic feet in excess of 1,200,000 cubic feet per quarter.
Minimum Charge– $40.05 per quarter (represents 0-900 cubic feet).
Consumption for water usage is in 100 cubic feet (7.48 gallons per 1 cubic foot). Typically, a customer uses an average of 1200 cubic feet (approx.. 9,000 gallons) of water per quarter. This results in an average bill of $53.40. Variables such as lawn sprinkling, leaking fixtures may result In higher than normal consumption.
Sanitary Sewer -Charges are calculated based on either the “metered service charge” or the “minimum charge”, whichever is greater.
Metered Service Charge– $4.26 per 1000 gallons of metered water usage.
Minimum Charge– $89.46 per quarter (of which $55.91 currently represents amounts attributable to operation and maintenance costs and $33.55 for debt service).

Sewer Rates
It is important to note that the Department of Utilities bills Sanitary Sewer charges for LCDU as well as serves as a billing service for the Cities of Willowick, Wickliffe, Willoughby-Eastlake, Lakeline, Timberlake, and Willoughby Hills Sewer systems.
LCDU Customers
The majority of residential customers pay $89.46 (minimum) per quarter. Business customers are billed on their metered service charge at the current rate of $4.26 per 1000 gallons or Minimum Charge x the number of units whichever is greater.
Willoughby, Eastlake, Lakeline, Timberlake Customers
The Department of Utilities and Lake County Commissioners do not exercise any authority over the Willoughby- Eastlake Sanitary System. LCDU simply provides a billing service for the Willoughby-Eastlake system. This is explained in the first paragraph on the back of the bill under the heading “Understanding Your Bill”. A contact number has been provided as well.
Wickliffe and Willowick Customers
The Department of Utilities and Lake County Commissioners does not have any authority over the Wickliffe or Willowick sanitary systems. These sanitary sewer systems go to the Euclid WWTP. LCDU simply provides a billing service for the Wickliffe and Willowick systems. This is explained in the first paragraph on the back of the bill under the heading “Understanding Your Bill”. Willoughby Hills Customers
With the exception of our Dodd Landing service area, the Department of Utilities does not have any authority over the Willoughby Hills sanitary system or its rate structure. This sanitary sewer system goes to the Euclid WWTP. LCDU simply provides a billing service for the Willoughby Hills system. This is explained in the first paragraph on the back of the bill under the heading “Understanding Your Bill”. A contact number has been provided as well.
